Our Leadership

Michael Blackwood, President and Chief Executive Officer. Mr. Blackwood was selected as the 2004 State Rural Health Leader of the Year, presented by the Pennsylvania Rural Health Conference coordinated by the Pennsylvania Office of Rural Health. This award is given annually to recognize the accomplishments of a rural healthcare leader who has made a notable contribution to the healthcare delivery system in his or her community through innovative and progressive efforts.

Our Medical Directors
  • Michael Madden, MD, Chief Medical Officer
    Dr. Madden served as a medical director at Gateway Health Plan® from 2002-2005 before joining Highmark Blue Cross Blue Shield, where he served as a medical director for Medical Performance Management the last four years. During his previous tenure at Gateway, he worked directly with providers and staff members to incorporate new procedures, techniques and research-driven ideas to improve the specific health needs of members and ensure the availability of quality medical care.

    Dr. Madden obtained his Doctor of Medicine from Georgetown University School of Medicine and completed his residency at the Medical College of Virginia. He is board certified in family practice. Early in his career, he served as Executive Director for the St. Vincent Medical Group in Erie, Pennsylvania and a faculty member of the Family Practice Residency at St. Vincent for many years. In 2001, Dr. Madden obtained a certificate in medical management from Carnegie Mellon University.

    As chief medical director at Gateway, Dr. Madden oversees the clinical aspects of the organization and coordinates the functions of the Medical Directors.

  • Caesar A. DeLeo, MD, MHSA
    Dr. DeLeo is a medical director, joining Gateway Health Plan® in 2005.  Previously, he had been a Medical Director for HealthAmerica in Pittsburgh since 2001 where he provided support to Pharmacy, Sales and Marketing, Provider Relations, Credentialing and Utilization Management/Quality Improvement programs.  Prior to that, Dr. DeLeo was from Chicago and CIGNA HealthCare of Illinois since 1996 where he had multiple responsibilities including development and operations of disease management programs.  During his career, Dr. DeLeo participated in multiple successful NCQA accreditation reviews, chaired numerous local and regional committees, and served on CIGNA’s National Technology Assessment Council and Coventry Healthcare’s National Pharmacy and Therapeutics Committee. 

    Dr. DeLeo has practiced medicine in Michigan and Pennsylvania with Emergency Physicians Medical Group and in Pennsylvania with the Geisinger Medical Group.  He has also served on the community board and was medical director of Hospice St. John in Wilkes-Barre.

    Born in Scranton, Pennsylvania, Dr. DeLeo is a graduate of Lehigh University, Jefferson Medical College and the University of Michigan’s School of Public Health.  He completed his internal medicine residency at Geisinger Medical Center, Danville, Pennsylvania. 

    Dr. DeLeo is board certified in internal medicine and is a member of the American College of Physicians and the American College of Physician Executives.

  • Shawn C. Files, MD
    Dr. Shawn is a physician advisor to Gateway Health Plan®. She is a graduate of Denison University and the University of Cincinnati College of Medicine. She completerd her Family Practice residency training at UPMC Shadyside Hospital. She is board-certified in family medicine and has practiced in clinical and academic settings in Pittsburgh for the past 10 years. She is an active member of the American Academy of Family Practicioners and the Pennsylvania Academy of Family Practicioners. Her interests include public health and disease management and she is principal of her own consulting firm.

  • Renee Miskimmin, MD, MBA, FAAFP
    Dr. Miskimmin joined Gateway Health Plan® in 2008. A native of Pittsburgh, Dr. Miskimmin is board-certified in family medicine. After completing her undergraduate work at the University of Pittsburgh, she went on to receive her medical degree from Temple University. Dr. Miskimmin completed her residency in Family Medicine at UPMC Shadyside where she also served as Maternity Care Director and Faculty Advisor for residents and medical students.

    Dr. Miskimmin completed her Masters in Business Administration (MBA) at Penn State University and has extensive experience working with many insurance products. Her areas of expertise include teaching, quality improvement, women’s health issues, travel medicine and transferring complex concepts across fields.

    Dr. Miskimmin is board certified with the American Board of Family Medicine and the National Board of Medical Examiners. She is a member of the American Academy of Family Physicians and the American College of Physician Executives.

  • Ronald Octavius Monah, MD
    Dr. Monah is a physician advisor of Gateway Health Plan®. He is a graduate of Howard University and Indiana School of Medicine. He completed his internal medicine residency training at UPMC Montefiore in Pittsburgh and cardiology and hypertension fellowships at UPMC Montefiore and Allegheny General Hospitals. He has practiced medicine on Pittsburgh's North Side for almost 25 years, served on multiple hospital and health plan committees. He has been involved in medical education and has received several teaching awards. Dr. Monah is an Assistant Professor of Medicine at Drexel University School of Medicine. He is board certified in Internal Medicine and is a member of the American College of Physicians. Prior to his medical career, Dr. Monah was a schoolteacher and steelworker.

  • Barbara Negrini, MD, MPH
    Dr. Negrini provides part-time support to Gateway Health Plan® as a pediatric physician advisor.  In addition, Dr. Negrini is a staff physician at Tri-State Pediatrics (Heritage Valley Health System) and actively practices pediatrics in which she is board certified.  Prior to that, she was employed at Children’s Hospital of Pittsburgh in the general academic pediatric division.

    Dr. Negrini is a (Phi Beta Kappa) graduate of the University of Michigan, and received her medical degree from the University of Pennsylvania School of Medicine.  She did her residency in Pediatrics at the University of Pittsburgh, Children’s Hospital of Pittsburgh. 

    Dr. Negrini is board certified with the American Board of Pediatrics, and is a member of American Academy of Pediatrics and the Ambulatory Pediatric Association.

  • Jamie Calabrese, MD, FAACP
    A Pittsburgh native, Dr. Calabrese is a medical director with Gateway Health Plan®. Prior to joining Gateway Health Plan®, Dr. Calabrese spent 12 years owning and operating a private pediatric practice whose focus was the care of children with special health care needs. She then served 4 years as the medical director for The Children’s Institute, a pediatric rehabilitation hospital. Most recently, she worked for 3 years for a private consulting company in Atlanta, GA, managing claims payment policies for health plans. She is a graduate of the University Of Pittsburgh School Of Medicine, and she did her pediatric residency training at Mercy Hospital in Pittsburgh. She is a Board Certified Pediatrician.

    Dr. Calabrese is an active fellow of the American Academy of Pediatrics (AAP) and serves as the current President of the PA Chapter of the AAP. She serves on the National AAP Committee on Coding and Nomenclature and is a certified professional coder.
